Are you sure that HamVoip is even running on the Pi3A+?
I recently made a post about a similar issue, and even after following everyone's advice, I never managed to get HamVoip to boot on a Pi3A+. I bought a second board from a different supplier thinking I had a defective board but ran into the exact same issue (no boot/blinking lights). I'm beginning to wonder if HamVoip ever actually ran on the Pi3A+ because I've yet to hear from someone who is currently using a Pi3A+ with HamVoip.

HamVoIP has supported the 3A Plus for a long time. I have transferred cards between the 3A, Zero 2 and 4 multiple times without issue, or the need to reconfigure anything. Do you know for sure the Wi-Fi on that board actually works? Have you tried it with stock raspberry Pi OS?

Upon moving the image to a Pi3a+, the image is not able to establish a wifi connection with the same wifi network as was used on the Pi3B+. I next moved the image to a PiZero2W and the image establishes a connection upon boot. I am able to SSH into the image on both the Pi3B+ and the PiZero2w boards using established wifi connections.
