Yep, that's all it is.

Squelch is tied to COS, and I think there is no pin-out for CTCSS.

So, with CTCSS enabled on the radio, COS will happen when a tone is 
heard by the receiver, but it does take a little while to open. The 
decoder on those radios isn't exactly fast.

The good news, at least, is that COS doesn't happen with the decoder 
enabled and no tone. So it could be worse... well, except for the 
deviation on the decoders is wide enough to drive a truck through.
