[arm-allstar] linkunkeyct on sip extension

I might have confused my thoughts, i have always heard  unkey ct listening
on the repeater with a radio and having a voip phone connected directly to
my public node or a private node that is connected to the public node with
the repeater attached that i am using my radio on, my confusion was
thinking the *99 was heard on the voip phone when sent.
I am still trying to figure out a way to hear a *99 keyup on the voip phone
connection audio before i start talking, it should not go out over the air
or out over on any connected nodes.
