Patrick and all,
I have T-Mobile Home Intenet $50 a month auto pay and have had it for 18 months. without a single problem except that it's double NATed and does not allow UDP ports opened. 

Recently they have changed their "Trash can" router...to another.My "Trashcan Router" is NOKIA Model 5G21-12W-4 Made in Vietnamit has 2 100Base-T connections and 2.4 and 5Ghz WIFI. and a backup 5000mah battery.
My IPCONF looks good and 
I can easily ping8.8.8.89.9.9.9

My SHARI is set up dynamic IP address, and no port forwarding because the Router is double NATED.
I do not need any incoming connections to my SHARI so I am not worried and outgoing is just fine. 

At WØVFW repeater site a the VFW post both repeaters are STATIC ip and we use port forwarding there because the ISP is a cable com[any and hard wired. 

I know T-Mobile when it acquired SPRINT the Commerce Department required that they invest in fster. newer more internet capability. So new towers are going up and they are increasing their footprint. You did nt say where your client is or how long he has had T-Mo it it's new it's probably been configured by idiots. And will not get properly configured till enough Joe and Jally six packs complain.   
Bet he can FACEBOOK just fine.. All most internet users care about.
