That's not the problem.

On one of my nodes, I tested this by disabling the functionality of the 
extension that checks to see if you are who you say you are, and your 
address is what Allstarlink's registration server thinks is the case, 
then tried connecting to that node. The result, like everything else, 
was autocongest. So my node never saw anything.

If your theory were true, my server would have actively rejected the 
connection because the IP address didn't match.
