FWIW:

This client is in Port Washington, NY, on the north shore of Long
Island, and has had the T-Mobile home internet service for a few months,
and phone service for much longer. They both started exhibiting this
behavior at the same time, at some point earlier last week. He verified
that the problem was with T-Mobile by connecting to a neighbor's Optimum
Online internet in the same apartment complex, and his roommate's
Verizon hotspot. All was well there.

It is not possible to ping any IP address other than local devices on
the LAN through the Raspberry Pi (I didn't check other devices), and the
router itself. Absolutely nothing else responds.

Everything is working well with the Wireguard VPN client installed on
the clear node routed through a VPS in New Jersey. It can even accept
incoming node connections now if desired.

So new towers are going up and they are increasing their footprint. You did nt say where your client is or how long he has had T-Mo it it's new it's probably been configured by idiots. And will not get properly configured till enough Joe and Jally six packs complain.
