[arm-allstar] rPi 400 USB ports not working

Upon further inspection, it seems WiFi isn't working on this rPi400 with
this image either. If I enable the interface, it hangs for about a
minute, then shows no connection or IP address. I also can't scan for
networks, so the interface appears to have never been enabled. I don't
actually need it for this system, ,but my second thought was to use a Pi
Zero 2 W instead, but WiFi was disabled on this SD card, and I don't
have a USB Ethernet dongle thing.
