[arm-allstar] rPi 400 USB ports not working

Hi:
One of my Raspberry Pi 3 B's died this morning, so just for now, I'm 
trying to get things going using a rPi400 I've had sitting around for a 
while.

I transferred my MicroSD card with HamVoIP from the old Pi, and was able 
to SSH into it. Everything seems to be fine... except the USB ports 
don't seem to function.

I have plugged in various devices with a lot of not much going on.

With a known-good sound fob connected, lsusb just produces this:

I should be seeing a USB3.0 root hub if nothing else.

Here is output from a Raspberry Pi 4 not running HamVoIP, which has a 
USB 3.0 hub with an AMBE dongle attached.

Just wondering if today's luck continues, and I happen to have a bad 
board, or if anyone else has seen this with HamVoIP.

Maybe I have an old kernel or something?
