[arm-allstar] New pi 4B and update

Rich,
For the image that won't boot, my guess is that it pre-dates the RPi4B14
release channel, which was launched in about October, 2020. Check the
output of admin menu option #10. The latest version should show these
numbers:
---HamVoIP Firmware Version---
RPi2-3-4 Version 1.7-01 Allstar - May 15, 2022 - K4FXC
---HamVoIP AllStar Version---
Asterisk 1.4.23-pre.hamvoip-V1.7.1-04 app_rpt-0.327-01/22/2022

If the linux kernel version is older (e.g.: 4.19.65), you're running the
previous release, which can be updated, but requires another step.
