[arm-allstar] bluetooth on HamVoIP

Greetings:
I'm attempting to set up bluetooth on a HamVoIP install, with the
eventual goal of TTY access from Bluetooth via a laptop or Android phone
to the node in the field when WiFi/Ethernet doesn't exist, among other
things.
I have installed bluez and bluez-utils. However, the bluetooth device
doesn't appear to exist.
[root at radioless ~]# bluetoothctl
[bluetooth]# agent on
Agent registered
[bluetooth]# show
No default controller available
[bluetooth]#
I assume it's been disabled somewhere, but I can't figure out where.
lspci shows the following:

I looked in /boot/config.txt, and there isn't much there. Don't know
what the defaults are, other than audio output from the Pi is disabled.
There is an overlay that disables both WiFi and Bluetooth, but I'm not
sure how to enable Bluetooth specifically. Maybe I'm missing a library
or something.
I am not concerned about programming radios on this image, so I'm not
worried about uart/serial port conflicts and the like.
Any help appreciated.
