[arm-allstar] bluetooth on HamVoIP

The bluetooth hardware is disabled by default. Re-enable in the 
/boot/config.txt file.  Comment out the entry: dtoverlay=disable-bt, like:

#dtoverlay=disable-bt


...And, restart.
