[arm-allstar] ilink retry interval

Hi all,

I have an allstar node running happily most of the time, but every now
and then I find the outgoing link is stuck in a Connecting state.
The link is started with ilink,13

It appears to be re-trying to connect about every 10 seconds, but failing.
If I manually disconnect then immediately re-connect it continues to do
the same thing.
If I disconnect, wait about 30 seconds or more, then re-connect it
starts working straight away.

My conclusion is that the other end (or something in between) needs a
bit longer delay to clear the connection.

So the question is, how do I set the retry interval?
