Expect Motorola to appear and shoot down your attempt no matter how complete and fulfilling it is to your county's mission. That's your competition and they have deep pockets and experience..They will zero in on the county decision makers like white on rice..Think about it, they will tell the purse holders.. to have you provide proof of concept.. with maybe 50 units..you will fold, they get the contract as usual. Motorola can go to the trunk of their car an pull out 50 radio's to demonstrate their proof of concept. Ignore cost.. 
That alone is not the criteria else every cop would have a boafeng..
