[arm-allstar] Weather Script

Ok, this hamvoip software has so many nice surprises, a little more
research and what I want is all ready in the hamvoip software. Just follow
instructions in /usr/local/sbin/wx_condition.sh
case closed, time to go out and enjoy the nice weather, and that is my
report.
