[arm-allstar] Rasp Pi4 2GB wont boot with hamvoip 1.6-14

Hi:
Short version is that, until the image is updated by David, two files
need to be changed -- fixup4.dat and start4.elf. Copy these files from
the latest Raspberry Pi OS boot image to the FAT partition of the
HamVoIP MicroSD card.
This affects the latest revision of rPi4 boards.
I made an otherwise stock HamVoIP image with these two files replaced
such that they could be deployed at a datacenter recently, which worked
fine.

If you're on Windows, you'll need something that can decompress this
archive, like 7zip.
