[arm-allstar] Rasp Pi4 2GB wont boot with hamvoip 1.6-14

The problem exists in 1.6-14. You need to copy start4.elf and fixup4.dat
from the latest version of Raspian and your problem will be solved. I used
WinSCP to move the files, that made it fast and easy. I keep a copy of the
modified image on a thumb drive for possible future nodes. Then you are
ready to go, no matter which version of the Pi you are using.
