[arm-allstar] Autopatch Issue

The network is likely not fully running (perhaps DNS not resolving?) when 
asterisk initially loads, causing this error.  Later, reloading asterisk 
does work, since the network is this operational.

Are you trying to dial-out as part of a startup macro or something
similar?

However if I simply restart asterisk, after a reboot, then it works fine.  Anyone have any ideas how this can be fixed?
