[arm-allstar] Autopatch Issue

I put a start up delay in some tower sites that are linked via microwave to
let the network settle down before trying to connect
nodes after a power outage so maybe this line in /etc/asterisk/rpt.conf
down near the bottom will help.
; Macro to run at startup (optional)
startup_macro_delay=60 ;delay macro starting 60 seconds so ethernet can
establish to other nodes
