[arm-allstar] Updating Python3 to later version ?

Thanks for the response David ...

Short term:
pip install sox
... numpy install fails because it requires Python 3.7
(unfortunately we do need the Python version of sox)

Medium term the AWSIoTSDK for Python V2 requires 3.6 minimum

We're rebuilding our image from scratch with the latest HamVOIP 
distribution to support the Pi4.  It makes a lot of sense to move up to 
V2 of the ASWSIoTSDK at the same time.

(Bulk Pi 3Bs don't seem to be available in the US at the moment - and 
it's not clear how the supply of the Pi is going to shape up once it 
resumes - their guidance is "migrate your designs to the Pi4 as soon as 
you can".)
