[arm-allstar] Updating Python3 to later version ?

Hi Gerry,

For HamVoIP, the most recent version of python is currently 3.5.1.  A full 
OS roll-up is in the works.  The new version will include python 3.9.x.

Is there some feature you're badly needing right now?
