[arm-allstar] Link Radio delayed key-up

We have a repeater set up with a public node (repeater) and local node
(link radio) to link to another repeater system not on Allstar. Public node
is set up duplex=0, linktolink=yes through link port, link node is
duplex=0, linktolink=no.

When the link radio is in COS, and a user keys up on the repeater, there is
a 2-4 second delay before the link radio will key up, missing that initial
part of the transmission. Is there a timer setting I need to check? Link
radio is a XPR2500 with a RIM-Lite-Maxtrac, repeater interface is a
standard RIM-Lite.

I can send our rpt.conf if needed.
