[arm-allstar] Allstar CQ Mode ? ! ?

This is an interesting perspective. At first, I was in agreement with 
George. But, if you only call CQ to other stations calling CQ, then this 
is definitely an interesting angle on how it works. Maybe let them call 
CQ, and leave the rest of us out of it ... hi hi.
