One comment here...

In the US - it's possible to purchase static public IP addresses from 
two carriers that I'm aware of.  I know - because I do it; Verizon and 
T-Mobile.  Not cheap, and requires justification which possibly not 
everyone could convince the carrier that you have one, but you can ask.

Another other way is to purchase a VPN with a static public facing IP 
address.
