I?d still like a solution that gets me all the advantages of a fixed IP
with port forwarding setup when using a wireless hotspot but I haven?t
figured it out and I haven?t been able to find someone who has published
their solution.

While I have not deployed a mobile hotspot, I have seen comments on some
FB groups where ops have connected portable routers to a 3G/4G/LTE
device with success. The potential issue is that it only gives them a
static IP on the LAN side that the hotspot is connected to. You have
zero control over the WAN side primarily because as your vehicle is in
motion, the cell phone or other device is always searching for the
strongest signal therefore it is continuously hopping from cellular node
to node. Each time your device connects to a new node in this
sophisticated high speed trunking network, the device receives a new IP
address. There is no way of getting around it. You cannot ask your
carrier for a static IP address. Having said this, by using a portable
router, your node will continue to be connected to the same LAN IP
assuming you set it static. All I can say is that I've seen no comments
from others doing this that they have had issues.
