[arm-allstar] old version of HamLib

Hi Patrick,

The version of hamlib included in hamvoip is the development version, 
retrieved from github, on January 02, 2019.  So, it's not the latest, but 
isn't ancient, either. It should be recent enough for full TH-D700A 
support, I would think?

I'm just starting to put together scripts to control a TM-V71A.  I'll test
to see if I'm able to duplicate any issues.

I'll update hamlib to the latest version, since I'm seeing quite a number 
of newly supported radios.

Yet, I am now obviously in memory, because now I can

However, no matter what I do, I can't change memories.

set_mem: error = Command rejected by the rig

Rig command: e
Memory#: 11

Looking at the version of HamVoIP's included RigCTL, it's really old.

I'm going to try installing hamlib fresh on another system to see if 
this fixes any issues. I am far more familiar with Debian variants than 
Archlinux, so I'll put a fresh install on Debian to play with.

Meanwhile, is there an obvious way to update the apparently 9-year-old 
version?
