[arm-allstar] DTMF Decode settings

Joe,

Yes, the DTMF decode tolerances can be "loosened up" in chan_simpleusb, on 
HamVoIP.  In the simpleusb.conf file stanza for the node that needs 
adjustment, simply set:

dtmf_relax=1

...Then, restart asterisk.  Note that changing this setting will probably
also lead to false DTMF decodes.  I've never had a node where I needed to 
enable dtmf_relax, I've always found be carefully adjusting the input 
audio, etc., I could persuade decoding to work.  I don't recommend 
enabling this setting, unless there is no other alternative.
