[arm-allstar] DTMF Decode settings

I have been trying to see if this was a possibility but I have not been
able to find any clear answers on this. So the issue is, I have a few
Motorola HT1550 radios that Allstar/Asterisk will not recognize certain
DTMF digits. All other radios I have, have no issues but all of my Motorola
radios have this same issue with certain digits not being decoded. I have
done the usual things like make sure my levels are correct and the tones
are not distorted. Other controllers such as an Arcom RC210 and SCOM 7K
have no issues with decoding the tones at all. I noticed the DTMF tones
that come out of my motorola radios to be a little off frequency from the
rest so I was hoping there was a setting in Asterisk to loosen its'
tolerance for decoding DTMF.
