[arm-allstar] iaxrpt problems

I don't really understand:

remote_dtmf_allowed=1

My nodes work just fine with iaxrpt without this enabled.

And anyway, I don't want my node to be controlled remotely, which is 
what that directive does.

propagate_dtmf=yes and propagate_phonedtmf=yes are both commented out on my working configuration as well.
Weird.
