[arm-allstar] iaxrpt problems

Well, all I know is that without those three lines, DTMF from IAXRPT does
nothing even though CTRL or a footswitch I use with IAXRPT keys my node just
fine and I can talk through it fine too. DTMF doesn't pass.

Someone else will have to explain why I guess.

I don't really understand:

remote_dtmf_allowed=1

My nodes work just fine with iaxrpt without this enabled.

And anyway, I don't want my node to be controlled remotely, which is what
that directive does.

propagate_dtmf=yes and propagate_phonedtmf=yes are both commented out on my
working configuration as well.
Weird.
