[arm-allstar] iaxrpt problems

Try adding the following three lines to rpt.conf:
propagate_dtmf=yes
propagate_phonedtmf=yes
remote_dtmf_allowed=1

I added requirecalltoken=no to [iaxrpt].  Now I can once again connect to my
node using iaxrpt on my PC.  Now the One Touch tone functions

no longer work, and neither does the tones keypad in the application.  How
do I get that to work again?
