[arm-allstar] Rx only site

So you can't just physically disconnect the PTT on that node? cop 2 and 3
turn TX on and off BUT when off it also disallows any connects. If you
connect first then turn off the TX it should work allowing only RX from
that node but no other connects TO that node.
