[arm-allstar] Rx only site

There is no ptt on the remote receiver, and I have done the cop3 and the
problem is as you stated that it will not allow connections, so if the
remote receiver drops it cannot reconnect. Thanks for the info, I guess it
is what it is, everything has it's limits.
