[arm-allstar] Rx only site

OK, Doug
The rx is at a remote location that can call out but not incoming, so the
remote node is set up to connect out to the tx site at boot, so I cannot
have the tx site connect to the rx site in monitor only. that is why I am
looking for a way to disable ptt at rx node.
