[arm-allstar] How to set ID and tone

Manufacturers should NOT be changing things in config files!  We rarely do
and only when it is an operational change. They can suggest changes and
include a file like rpt.conf.new that a user could reference but changes
should never be made in config files not under the control of the owner.
User need to feel comfortable that what they set in these files is not
messed with!
