[arm-allstar] Local Monitor on Supermon 6.2

Monitor means you will hear the connected node but they won't hear your
side audio.
Local Monitor means the other node will hear your audio, but you will not
hear them. You will see their node light up (in Supermon) when they
transmit on their side, but again you will not hear the audio.
