[arm-allstar] New IRLP install

Eric,

The "No Channel type registered" message means the chan_irlp channel
driver isn't loaded.

You can try manually loading this driver from the asterisk CLI. That will 
tell you the most info about what's wrong.  For example:

Cloud061*CLI> module load chan_irlp.so 
[Jan  2 10:47:47] NOTICE[9944]: chan_irlp.c:1962 load_module: Unable to load config irlp.conf


.....In my test case, there is no /etc/asterisk/irlp.conf file present. 
So, the driver won't load.

If the driver does load correctly, then the problem is in the
/etc/asterisk/modules.conf file. Make sure the chan_irlp.so driver is
allowed to load.
