[arm-allstar] New IRLP install

Loading the IRLP module is part of the howto!!!! If the noload=chan_irlp.so
is NOT commented (semicolon at beginning of line) as shown below it will
not load at boot and IRLP will not work. If the line shown is not in the
modules file at all then it should load OK.
