[arm-allstar] New IRLP install

Eric,

 You mentioned installing another IRLP node. You do have keys from IRLP for
both nodes right? If you only have one set of keys you can only install one
IRLP GW node and the nodes must be on different public IP's. Also perhaps
the key you are using is not valid?
