[arm-allstar] New IRLP install

I understand the importance of rebooting. However rebooting and
reinstalling IRLP support did not solve this issue. No matter how I command
IRLP whether it be in CLI or Supermon or DTMF keys when I try and access
another IRLP node, CLI gives me an error
[Jan 2 08:50:04] WARRING [525] : channel.c:3039 ast_request : No Channel
type registered for 'IRLP'
