[arm-allstar] New IRLP install

Eric,
As Dave pointed out you run nothing manually except what is stated in the
howto. I updated the howto at hamvoip.org which hopefully makes this clear.
Do what the install instructions say and reboot and you should be good to
go. If you have already run things you should not then you may need to
start over.
