Ron,

 You say you built a repeater controller I guess meaning you put a node in
duplex=2  and you connected the audio in and COS of a FOB to a receiver and
the PTT and audio out of a FOB to a transmitter ????  What is the receiver
and transmitter? It sounds like a level problem. You can't always just
connect FOB inputs and outputs to radios directly. Sometimes you need
voltage dividers to set levels. Have you checked the levels?
