[arm-allstar] Tail Message talks over ID

Hi All, Here is the setup

2m repeater using a PI running Allstar as it's controller.
duplex=2
idtalkover=|iDE W8LRK/L
tailmessagetime=2700001
tailsquashedtime=120000

When the repeater is sleeping (not used overnight or for a long time) and
someone keys up the repeater will ID (in voice) but the tailmessage will
also play at the same time.

Is there anyway to delay the tail message?
