[arm-allstar] echolink nodes to callsigns

Yes, I'm directly on the node connected to echo link. When I have 
eannmode=2, I don't get phonetic call signs spoken, just "connected 
to..." and "disconnected." If eannmode=3, I get the node number only, 
same as eannmode=1.
