[arm-allstar] Tail Message talks over ID

Darrell,

  Unfortunately given the way that telemetry currently works this can
happen. That is if you play something and then something else plays
immediately after they can mix or get out of order. For that reason I am
not a big fan of tailmessage except for weather alerts. What I generally do
is play event related messages at predefined times using cron. You could
even put some randomness into it if desired BUT thete is still no guarantee
that at some point this will happen. This is on our list of things to fix.
It would be done by now but it is not a trivial thing to do.
