[arm-allstar] Telemetry volume

If you didn't adjust the telemetry levels before... how did you set the
levels on your repeater when you installed the AllStar controller?
If you used a service monitor to set the receive level and then the
transmit deviation, the telemetry shouldn't sound "overmodulated". The
default telemetry levels are already reduced below the "normal" voice
levels through the repeater.
It is important to always adjust the receive level in to the repeater
first, using a signal generator at 60% system deviation (1kHz at 3KHz
deviation, typically for VHF/UHF). Only then can you adjust the transmit
level to get that same 3kHz deviation out of the transmitter. If your
receiver level is too low, and you crank up the transmit level to
compensate, you're going to make the telemetry sound too LOUD.
