Wouldn't an AMBER alert qualify as "Transmissions necessary to disseminate
information bulletins.", which are a permitted one-way communication in
Part 97?

Fortunately with the design of Allstar and plenty of provided examples,
it's trivial for people to write scripts which poll data sources, TTS them,
and play out of the node.
