[arm-allstar] Morse Code ID Seems Stuck at 20 WPM

It's probably worth doing this even if you don't want faster than 20 
WPM. The morse code that Asterisk generates isn't rock steady. It's 
always kind of bugged me, being a musician and very sensitive to rhythm, 
and that sort of thing.
