[arm-allstar] UV-82 connecting

I have a Pofang uv82 and built a board to the schematic, connected to ARA
board from technoGoerge having trouble getting it to work. I've had it to
give callsign and IP address. When I *380 or *80 for time, I hear the tone
coming back when unkeyed. I have doubled and tripled checked the board and
sure it is right. In the usb tune I see cos keyed and ptt will key for a
second or two and go off while holding keyed. I need your help cause I've
done all I can figure out to do besides changing resistors. I'll be very
grateful for any help.
