[arm-allstar] DTMF Prefix add/change

Dave / Doug,

I was wondering what you suggest as the easiest way to add a prefix to DTMF
commands?

Obviously going through the rpt.conf and amending current codes is
available, but is there a way to add a var in each dtmf definition and
change that one line as needed for the node?

Something for a repeater site that may want to change a prefix as needed.
