[arm-allstar] dead or /SK nodes

Very simply fixed. Request a club station
call following the rules of a club station. When issued a callsign, have
Fred's wife send a letter to the FCC Stating the silent key info and have
her give her permission to transfer the call to the club station.
That's what I did. I have 5 repeaters on the island of Kauai honoring
KH6S. His daughter was eternally grateful and I am proud to honor a Korea
and Viet Nam era Airforce fighter pilot. He also was a Civil Air Patrol
pilot in Hawaii.
